Make Filling: Combine sugar, figs, walnuts and water. Bring to boil, then reduce heat and simmer for 10 minutes or until thickened, stirring frequently. Set aside to cool.
Crust and Topping:
Make Crust and Topping: Cream sugar and margarine. Add salt and vanilla; mix well with 1 ½ cups flour and oats. Spread two-thirds of the mixture into an un-greased pan. Spread filling on top. Add ½ cup flour to the remaining flour mixture; crumble and spread all over. Bake at 350°F for 25-30 minutes, or until lightly brown. Allow to cool in pan. Cut into bars.
